Add support to restrict what nodes will get the voting stars

There are some changes coming down the pike with VotingAPI -- motsly, support for additional hooks and formatting functions, better Views integration, and better actions integration without the use of a separate module.
SimpleVote was originally intended to be a 'reference' implementation of the VotingAPI, a demonstration for developers. As VotingAPI gets updated over the next couple of weeks, I'll be adding support for those new tools to SimpleVote.
